Casters unstable on startup of base_controller (ros ticket #3600)

This has happened on both alpha and beta robots. We just saw this happen on the front left caster of prl.

[sachinc] There is a set of gains in trunk for which prf (which was the worst offender) does not exhibit this behavior.
