Calibration controllers should allow querying if its joints are already calibrated. (ros ticket #4101)

To support insta-calibration, the calibration controllers must support the following:

• Starting, but not starting calibration
• Querying if its joints are already calibrated
• Beginning the calibration

This is to support #4099
