Rate limit EML error message when send call fails
- Added master link state (UP / RUNNING) to diagnostics
- Add master lost link count to diagnostics

[dking] It looks like the error message "low_level_output: Cannot Send : Resource temporarily unavailable" is not caused by lost link from computer to EtherCAT hub, but by kernel loading problems.

[dking] Lost link is support as is in unstable release. Other features need extra permission NET_ADMIN_CAP from pr2_grant.
