Inhibit script (ros ticket #3578) #254

I have created a script for making sure that certain controllers are stopped. This script can be used for bringing down the default controllers so that other controllers will have the chance to run unimpeded.

I have attached the script to this ticket. You may choose whether to include it in pr2_controller_manager.
