pr2_controller_manager: failing test (ros ticket #3602) #257

With the move of ROS 1.0 into rc, the previously failing test (http://build.willowgarage.com/view/wg-ros-pkg/job/wg-ros-pkg-test-ubuntu-hardy-x86/14/testReport/) is now passing.

But a new test is failing: http://build.willowgarage.com/view/wg-ros-pkg/job/wg-ros-pkg-test-ubuntu-hardy-x86/16/testReport/pr2_controller_manager.TEST-test_controller_manager/TestController/pr2_controller_manager_test_controller_manager_diagnostic_hz/
