Various updates to admin page #345

WIP; front end mostly built but query to pull all badges to select them is not working correctly yet.

I combined my other PR with this one. Admin users should be able to:

[ ] Add new a community with owners
[ ] Add owners later after a community has been created
[ ] Add badges to a persona

It's very very possible that the error handling is very poor. If you test this PR, don't worry about fixing them if you don't want/don't have the time! I can do the bug fixing if you let me know what you were submitting when it breaks.
