Develop the epma encryption framework.

The EPMA encryption framework will enable the following use cases and requirements:

[ ] Define an encryption algorithm/tool for data encryption (including raw files, SDRFs, etc).
[ ] Implement the public/private key system that enables submitters to submit the encrypted data and users to unencrypt the requested/downloaded data.
[ ] Document the algorithm and tools developed.
