For a PAGE-XML editor, you might want to try https://www.primaresearch.org/tools/Aletheia. There are also Open Source editors available, but AFAIK none with 100% coverage. Have a look at https://github.com/mauvilsa/nw-page-editor or https://github.com/OCR4all/LAREX.
