[CI] Automatically publishing new release is broken #36

The workflow in https://github.com/PROBIC/mSWEEP/blob/master/.github/workflows/make_release.yml fails to publish the artifacts because none are downloaded after the upgrade to 4.1.7 in #33. The artifacts themselves are generated ok so it's possible to publish them manually.
