Fixes #320

I updated the issue and pull request templates to a different style

Fixed spelling mistake
Moved to using header sections instead of just bolded text
Made instructive text be italics instead of just being there. It was not obvious that it should be replaced.

Removed an extraneous space from one file, but all else looks good!
