Included tasks, Fortran annotations, base-line profile

Improve handling of tasks:

• handle included tasks special
• annotate task local storage as new memory

  Provide basic annotations as Fortran interface (for in-app annotations):

• link -lfarcher to a fortran application
• Use annotation like AnnotateHappensAfter(__FILE__, __LINE__, my_sync_symbol) in Fortran code

  Provide weak implementation of all annotation functions:

• allows to link libarcher into application, without having TSan in place. With that, libarcher can provide base-line profile information (OMPT_TSAN_PROFILE=on)

  And replacing git clone URLs to use http instread of ssh
