Jump server #578

Builds a jump EC2 server, to access all sorts of VPC resources. (And it'll be running some other temporary cron code, at least for now).

Some manual setup will still be needed - thus the deletion protection. If it starts doing more things (handling awssh requests, etc) will formalize that setup.
