Cleanout unused Plugins #109

This will not remove ALL inactive plugins. Some I'm keeping because we patched (for later reference) or are modules that aid in local development but don't always need to be active.

Removes the following inactive plugins from the Codebase:

Admin Taxonomy Filter (Performance bad)
Co-authors-plus
Admin Columns (really bad performance)
Forms for Campaign Monitor
Cyber SEO (I tried but forgot to remove)
Iframely
FB Instant Articles (no longer supported by FB)
RSS importer
Taxonomy Switcher
Headless CMS (not needed)
Publish to Apple News (may come back in the future, shall see)
Newspack (NP Blocks, NP Image Credits, NP Newsletters).
