In a Publish to Feeder walkthrough, Snap Judgement asked if they could "republish" an older episode from their feed. I think we can consider this as a use case here.
An old ep from the same podcast? I think we generally recommend to TED and others that they create a brand new episode, and give it a new guid. Unless the intention here is they don't want the bump from a new episode guid drop?
I think its more a thing of "Help me rebuild this episode really quickly" so they don't need to reupload audio if they don't want to. Maybe a "duplicate episode" function? Which would be a different ticket.
Follow up with @kookster about NPR and Podroll use cases in overwriting the enclosure URL.

CNE really wants use case C. I will create a design ticket specifically for it.
