Should automatically trigger Adzerk campaign creation with details from IO, and should notify producers if new ad is needed (will need to be smart enough to know if new ad is needed)

Setting this as an 5 -- will require research + integration with IO form (may want to wait to use Adbook instead?) as well as Adzerk integration.
