Ad audio file uploads #34

Audio files for ad slots should be uploaded to s3, similar to uploads of audio files in Publish

Estimating as 5 for unknowns, and low priority since this is still a ways away from being live

removing low, making high, this is an integral part of the app, not sure what past Gigi was thinking!
