figure out first version of campaign info entry

Currently our ad workflow wireframes just show the producer-facing script and file upload pages. We'll need a way to get the information for campaigns in to the database before the producers are prompted for their part of the work. Since we will likely eventually integrate with Adbook, whatever we come up with for now is not likely to be the permanent solution. So for now, we just need a way to get new campaign info into the db for producers to start their part of the work. Work for this ticket: figure out what that initial way should be.

• Google form?
• use existing IO spreadsheet?
• • gem to read google sheet as if it's a database?
• or have it autopopulate from IO spreadsheet (button?), and then show a form that KN can look at and approve?

& Make a design / wireframe for it.

will need CRUD pages for Kali to review campaigns after they've been entered in to jingle db -- list, edit, archive/delete, create.
