For #4. Must merge after #6.

Pixel tracker user ids. When a request comes in to /i.gif:

/i.gif or /r.gif - If there is a _pxid cookie, return the pixel and log to kinesis with a userId
/i.gif - If there is no _pxid cookie set, redirect to /r.gif with a set-cookie header
/r.gif - If there is no _pxid set, return the pixel and log to kinesis without a userId
