Publicfeeds.net instead of f.prxu.org #771

This may be more of a workflow issue than code changes.

But figure out where/when we're pointing users to f.prxu.org, and point them to publicfeeds.net instead.

Qualms:

  1. ~Custom domains should point at f.prxu.org NOT at publicfeeds.net. I think?~
    • Nope, they just need the podcast_id to setup the custom domain. So let's just give everyone the publicfeeds.net url everywhere.
  2. ~Only~ Also users without a custom domain/url should see the publicfeeds.net
  3. Private feeds should continue to use p.prxu.org.
