More hero CSS changes:

convert SCSS
use SCSS compile-safe ::ng-deep
replace colors with variables
move global hero styles into component CSS

Cool! @IcusFMagni actually added this to the sprint because we have the new affixed toolbar in there, and it seemed related. But nice to fix the existing header while we're using it! (And let's keep this clipping in mind for the new header.)
