cygwin1.dll is missing #18

When I try to run "resign_windows.bat", it says that the computer is missing cygwin1.dll. I do have Cygwin64 installed, and the .dll is in "C:\cygwin64\bin". There is also the cygwin1.dll file in the precompiled source, but I can't do batch signing with that one.

I finally resolved the issue. If anyone else has the same issue, add the folder where your cygwin1.dll is located to your PATH, then restart computer.
