Handle user settings and UI elements when executing toolkit under SYSTEM account #1

Implement a method whereby portions of the toolkit that need to interact with the user or need to execute code as a logged in user are able to do so even when the toolkit is being executed under the SYSTEM account when being deployed using a software distribution tool such as SCCM.
