visibility of results/pop up windows in geographic visualization #106

this error is from Sarah Cox's RT HERMES issue 23312

In HERMES, there seems to be an issue with visibility of results due to left hand box covering pop-up window, as well as some items in top bar not appearing (sometimes can see "Availability Plot" tab on second line, sometimes it is completely hidden). Tried moving the pop-up, but could never get results fully visible.

legend/manipulation box is neither movable nor scalable. pop up windows for locations or routes are not resizable, although not really an issue for routes as it's a smaller box.

We have run into a few issues with the results visualizations in general. We have touched on having a zoom in/out button. Also, would be helpful to be able to move and resize the inset window.
