model-create/types: newly created population type names don't need to be unique #11

if you try to add the same population from the available types, you get an error that it already exists in the model. however, if you create a new population type with the same name as one of the available types that you've already added, you do not get an error.

then when you get to the next page, the added one is labeled in the table with its id instead of its name

relatedly, the first item in population in the HERMES database has the name Children Ages 2 to 3 Years Old (same as the second item) even though when you do info on it, it says Population Type '1To2Year' in 'AllTypesModel'

I don't see the second thing. So I am not sure where this is coming from.
