IssueID 87: After changing location name, the rest of the blank cells show up with values in it. But when you click on some other places, they disappear.

IssueID 88: It shows frequency of shipment =0, but user cannot change it for province level

IssueID 113: Leila says, Is this really worth keeping? Currently only used for editing names in tutorial. If keeping, update quick help

Issue 87 is also about the first row

I think I've fixed this. There were a bunch of shotgun style ugly hacks some of which were stomping on others. I've removed them all, put in a single fix that is now called in a shotgun manner from anywhere that might be appropriate.
