run status page: logs button doesn't work until run is over #79

IssueID 23: deactivate "Logs" button until runs complete (or provide message that model is running -- currently appears blank)

Logs button is now disabled while the simulation is running. Unfortunately there is a short period where the simulation is being set up (but not actually running) where the logs button is enabled. For now I think that this is good enough. If someone wants to tell me otherwise, I can try to set up a better solution.
