Adding R vs SAS comparison for negative binomial regression #226

Hi, I have created this comparison between SAS and R negative binomial model implementations and it's been suggested that this could be a useful addition to the CAMIS repo. Not sure if this fits the template exactly, so let me know if any changes are necessary.
