Release 0.11.0 #76

Add release notes for 0.11.0.

The release will resolve #73.

Any idea how to keep these Travis CI builds from being queued and then never proceeding?

@MattHJensen If you click details on the pending request and wind up on this page

and then click on one of the job links (233.1, 233.2, 233.3), then you wind up on a page like this that says that the build has passed:

You could try re-building doing something like this, but I think it's good to go. Just seems like something got hung up with the travis/github communication.

Just bumping this up, as the lack of Python 3.8 support on conda is breaking behresp in Colab notebooks (example).
