Improve CFC model #103

This PR puts the data preparation for the CFC class into Python, along with adding the source files.

This also improves the details of the CFC model to include the ability to model GILTI, and most of the relevant provisions are added (except for the 80% basket for the foreign tax credit).

This does not affect the test results because the tests do not yet change the international tax parameters.
