This PR adds the historical tax return data for C corporations, S corporations, partnerships, and sole proprietorships. These will be used to split C corporations by industry, and to split pass-through businesses by business type, and perhaps by industry (down the road). To accommodate these files, the data_prep folder was reorganized a bit.
As this only adds data files, it should not affect results.
