This PR refactors the process of producing and preparing the data for the net interest deduction. This will make it easier to split the corporate and pass-through businesses by industry.
For intermediate use, this PR also adds a script for cleaning up the IRS corporate tax data. At some point, this should be expanded to also clean up IRS data for S corporations, partnerships, and sole proprietorships.
