This pull request attempts to add Windows batch file versions of the conda.recipe/install_local_package.sh and conda.recipe/remove_local_package.sh bash scripts.

@codykallen, Business-Taxation pull request #60 finally seems ready for merge consideration. Thanks for all the testing of the batch files on your Windows computer.
