[WIP] Use new Policy class in example.py #77

This pull request contains the use-policy development branch, which is built on top of the add-policy branch contained in pull request #74.

All the example results are exactly the same as before except for ITax_change (and consequently the AllTax_change) in both the nresp_model_results.csv and wresp_model_results.csv files for years beginning in 2018, which is the reform year in example.py.
