Update parameter descriptions #86

This PR updates the parameter descriptions in policy_current_law.json. @martinholmer, do you think these descriptions need additional clarifications?

This PR also removes the irrelevant files brcparams_preTCJA.json and brcparams_preTCJA_special.json, neither of which are being used.

@codykallen, The clarifications in PR #86 look good.
The descriptions can always be refined later if the need arises.
