Add additional deprecation methods #351

The Tax-Foundation Capital-Cost-Recovery model notes two depreciation methods used by OECD countries that are not modeled in CCC:

  1. Straight-line with changing rates
  2. Declining-balance with an initial allowance.

These two methods should be added to calcfunctions.py
