Rename this repo to PSL-Infrastructure #114

I plan to rename this repo to PSL-Infrastructure by the end of this week

This will make it easier to distinguish between the PSLmodels/PSL repo and the Policy Simulation Library.

Similarly, rather than writing sentences like, "My proposal is for the projects cataloged by PSL and the PSLmodels/PSL project to each have one seat on the leadership council," I will be able to write, "...projects cataloged by PSL and the PSL-Infrastructure project...".

If you have an alternative suggestion (always much appreciated), please offer it before this Friday.
