Remove Package-Builder/builder.py file #130

This pull request removes the builder.py contributed by @hdoupe because its basic approach has been incorporated into the pkgbld/release.py file. @hdoupe, Thanks again for developing the ideas in builder.py, which have been central to developing the current version of Package-Builder.

@martinholmer Sure thing and thanks for all of your hard work in improving Package-Builder over the last few weeks. I'm looking forward to testing it out.
