Unable to process EITC adjustments #57

Looks like Tax-Brain gets stuck when modeling EITC reform. So far, I have tried adjusting EITC_c and EITC_rt and both times COMP wasn't able to process the results.

Thanks @Peter-Metz for the bug report. I'm looking into this on the COMP side, too.
