Updates to install instructions #2722

This PR makes updates to the installation instructions to note the availability of the taxcalc package on PyPI. It also updates the recipe notebooks to (1) install taxcalc from PyPI and (2) use a better method to install mini conda in the case of having to install the behresp package from Conda-Forge.
