Add ctc_nonrefundable variable #2786

This is a cosmetic change in Tax-Calculator; there are no changes in tax-calculation logic. The ctc_nonrefundable variable has been added to make it easier to compare Tax-Calculator dump output with output generated by other income tax simulation models.
