Designate district in states with a single Congressional district with the IRS 00 district number #235

Cosmetic changes in areas/create_area_weights.py to bring TMD district naming into line with district naming used in IRS district data files. Also, add DC as a "state" (even though it has no senators or voting representatives in the House) because IRS provides DC congressional district data.
