This PR will merge a version of the prepare-targets R project that should allow a user to recreate the Phase 4 targets. It incorporates renv, R's variant on a package manager.
This should make it relatively easy - for a user who follows the usage instructions - to create a working version of the project and render it, thereby creating Phase 4 targets and a local webpage with documentation.
