This PR is to update Tax-Data with the new CBO baseline, published in June 2024.

@bodiyang I've reviewed this PR and the changes look reasonable to me. The CPS file continues to produce revenue forecasts consistently below the CBO forecast, but the results from the PUF are reasonable (and this update is unrelated to the known issues with the CPS and high income filers).

Thanks for this update to CBO's most recent forecast.
