Add flag to differentiate between ineligible and $0 benefit #10

I have a need to distinguish between a candidate that is ineligible for benefits vs one that is eligible, but receives a $0 benefit. I'm not sure if this makes sense as a general case, but if you think it does then please merge. If not, please close this request. Thank you!
