Integrate Postgres database

We'll need to store the data from features within a database, we've decided to use Postgres so this should be implemented.

Some requirements are:

• A way to configure the database locally. Either using a configuration file or passing CLI arguments.
• Define data models for features
• Provide data access to plugins
• Determine method of deployment for database
