Base Theme (was Inner Page HTML/CSS Mockup): 5 pts

As a stakeholder I can review an HTML/CSS mockup of an inner page, so that I can approve of the design. As a developer I can use it as the basis of the Diazo theme.

This would be the base theme file (including base rules file) for Diazo. We probably don't need a full HTML mockup. If we do we'll add another story.

• [x] Add HTML mockup primary HTML, CSS, and resources into theme package from https://github.com/PSUEducationalEquity/eeqmockups
• [x] Determine which resources to keep local, which from CDN (e.g. https://www.bootstrapcdn.com), and which are not needed (open-iconic?)
• [x] Fix paths in CSS to allow HTML to be rendered locally and via plone static resource paths.
• [x] Consider less compilation for theme css.
• [x] Remove unwanted inclusions from custom barceloneta.plone.export.less (for example see version used for DOaks https://github.com/jazkarta/doaks-buildout/blob/master/src/doaks.theme/doaks/theme/static/doaks-plone-export.less)
• [x] Update rules.xml to use theme HTML and include CSS.
• [x] Replace theme main content with Plone content area in rules file
• [x] Replace right column of theme with Plone column 2 in rules file.
• [x] Ensure toolbar is rendered in theme.
