As a content editor I can show or hide an alert banner that shows at the top of every page on the site, and edit its content (like the Coronavirus banner on the mockups).

[X] Create new control panel with settings for the banner
[X] Create new viewlet to display the value set in the control panel
[X] Add a diazo rule to show the top banner on the rendered page

Should capture publication and expiration date.

I deployed the latest master branch but did not see any upgrade steps and I'm not seeing any new control panels in Site Setup (I could have missed it though). Where should I be looking to be able to edit the Alert Banner?
