1. Double click on installer UnitySetup-Vuforia-AR-Support-for-Editor-2018.1.0f2.pkg
2. Go through the steps of installation
3. See error

Hi there, this would need to be discussed with Unity as it seems this version of Vuforia was provisioned via the Unity Installer. My recommendation would be to upgrade to Unity 2021.3.x and the latest version of Vuforia Engine.
