Rewrite Securus Scraper to Use Securus API #30

Currently, the Securus scraper does not use the Securus API. It should follow the patterns established by the GTL and ICS scrapers to load up a virtual browser, and scrape using the API.

Also, the Securus scraper should no longer scrape all services. We only care about AdvancePay
