Create a function that generates empty Excel files for the final outputs

You need:

RWIGEOREDX_HOUSINGTYPELABEL_VERSION_PUF/SUF

With: HOUSINGTYPELABEL in [ApPurc, ApRent, CombInd, HouPurc, GRIDS]

Separated for PUF and SUF

Advantage: Should resolve issue that the Excel cannot be found (if the first export: exporting_time_effects_grids fails)

Make sure that the order of sheets stays the same across all different outputs

Saves you some time reordering the sheets for the final output
